That indicates the monitor is not getting a video signal from the computer.
If you have a desktop computer and/or an external monitor, you could try the monitor with another computer, but there's probably nothing wrong with it.
If you have not changed the display drivers recently, and if you have not changed which video port the monitor is connected to, and have added a video adapter since you last had normal video, your problem cannot be caused by video drivers or monitor drivers problems, and in any case, if there were nothing else wrong, you should always have video while booting at least until Windows is supposed to load.
