I have an hp tower that was wiped and has no OS, I hooked up monitor, keyboard and mouse, there is power to everything but the monitor is black, when I unplug the monitor from the tower it says not connected, when I plug it back in it says no signal

Does the machine give any POST beep when you try to start it up?
Does it have onboard graphics or a plug-in graphics card? Have you opened up the case to see what hardware is present? Do fans spin up? Take out the RAM sticks and try to start up without ram. Do you get any POST error beeps?

the tower has everything, all hardware etc this was a computer that was used in a government facility and was wiped clean, all the hardware is there when you turn it on the fans all come on and there is a beep

OK so you know at least that it is passing POST. You still have not said whether it has onboard graphics or a plug-in graphics card.

i solved this problem. there was a graphics card ATI Radeon installed, I removed it and the monitor works fine.

So you were attaching the monitor to the onboard port while there was a graphics card in the slot. If you want to take advantage of the better graphics of the card just re-insert it and attach your monitor to it. You will need to download the latest drivers for it once you get an operating system going.
