Why did you feel the need to format your laptop's hard drive in the first place? When you format the hard drive, you wipe out everything, including the operating system. Did your PC come with reload CDs? If so, you will need to try reloading the hard drive using them. Which brings us to your next problem: the broken DVD drive. You will have to replace that also, although you could try using an external drive with a USB cable. If I were you, I would check with Toshiba (or a vendor who sells compatible hardware) and see what it would cost to replace the drive. At this point, that's really your first priority.

What did you think was going to happen? And how did you format without a CD drive? You must have used "something"? USB device?
