One or more of your USB ports is damaged, causing a short across the contacts.
Shut down the PC, disconnect from mains and open the case.

Look for the wires leading from motherboard to USB ports. Usually there's a set of ports back and front. Disconnect front ones first at motherboard end, then see if PC will start properly.

If still same warning, shut down and remove mains plug again. Re-connect front USB ports and disconnect the rear ports instead at motherboard end. Plug PC back in and it should start properly.

If still same error, motherboard is faulty and needs changing.

Do not forget to disconnect main power cable from wall socket before messing with anything inside your PC!

Please turn off the Caps Lock.

Do you have anything plugged into USB when testing? Keyboard or mouse? Do you have (or did you have) the front panel USB wiring connected to the USB header on the motherboard?
