The photo you posted is only of a partial screen. I don't see any line.

I see it. Immediately above the task bar. Not like anything I've
ever seen before. It vaguely looks like a line of text in a 4-point
font. But only vaguely.

Is this a permanent non changing/moving "line" or does it appear with the application you are running?

It Is Not Line, It is Glitch and Noise (Noise Affected Multiple Rows).
It Seems To Be Physical/Hardware Problem In Display (LCD/LED).
Change Screen Resolution (More Than Current, and Once Again With Less Than Current).
In Physical/Hardware Problem, The Physical Coordinate of Noise (Noisy Row Relative To Height) Will Not Change (But Noise Pattern May ...).
Else, Check Graphic Card (GRAM).
If it is (Display Problem), Cleaning The Junctions OR Re-Soldering of Joints and Connections of Display-System-Board May Resolve The Problem.

OK, I saw the blurred area just above the task bar. Try this. Right click on the task bar in an empty area and choose Properties. Temporarily change the taskbar location to the side and see if that line is still there.

You shouldn't normally have any text running UNDER/behind the taskbar. Your resolution may be set wrong. Set to the native resolution for your screen.
