Specs: Windows 7
When printing from the internet it always wants to print on legal size paper. I have checked every setting i can find. In printer settings, and in internet explorer and everything is set to letter. Still it tries to print on legal.

When in your browser, left click on File at the top left corner of your screen. Choose Print. Your default printer should be listed there along with properties. Click properties and look for paper size there.

The above applies to Firefox. In IE go to File> General tab> Preferences. The paper size is listed there.

Obviously you haven't checked every setting or you wouldn't be printing using the legal paper setting.

Did you try the suggestions I provided. I have found the default settings for printing in IE/FF can be different than the defaults when viewing the printer settings from the desktop.

If your printer works fine otherwise then the obvious conclusion is that you have overlooked a setting.
