Latitude will not boot from disks

Specs: Windows XP, 1000mb
My friend has a Dell Latitude D530 and put Windows 7 on it, which he did not like. It wouldn't let him downgrade to XP so he tried to reformat the hard drive and ended up wiping out all the pititions, boot included. I cannot get his computer to boot up from the XP install or any other boot up I have tried. Is there any program on a cd that I can reformat the hard drive with?

You can use the DELL XP Reinstallation CD, if you have it.

The OEM install of XP MAY have been on the hard drive in the recovery partition, usually D:\ FAT32 partition. Then when you select Recover to reload a system, it reloads from that D:\ recovery partition on the HDD and restores to C:\ Main partition of the HDD.

If he doesn't have the Dell Reinstallation CD, try to find someone with a Dell that may have one, or check Dell Support, or eBay, or a local computer shop may have one, or a local business using Dell Computers - check with their IT support (I have a stack of these CDs). When prompted after XP reload, just plug in the XP OS license # number on the Dell PC label in order to install XP & activate it.

Just another stupid saying...
