latitude d610 wont boot up

Specs: Windows
we have a latitude D610 bio vers A03 (3/2/05) we use at work to run diagnositcs on our truck when we turn it on u hear it trying to but but it stops and gives a error saying internal hard disk drive not found Internal HDD HARD error
Strike the F1 key to continue, F2 to run setup utility NO Bootable devices-- strike F1 to retry boot, F2 for setup utility and it keep repeating it every time u hit F1 any help would be great

As the message says, there is a problem with the hard disk. You need to replace the hard disk, reinstall the operating system, and reinstall the diagnostic software that you use. If this computer is important to you, and you are not familiar with working on computer repairs, it may be wise to get a professional to do this work for you.
