Laptop overheats (65-70°C), fan makes noise

Specs: Windows 7, T7100/2GB
If I have a problem, is it with laptop CPU fan OR the motherboard thermostat. What is the temp range (Celsius) that's acceptable? The fan is making noise and I fear burn-out.

HEY PARTNER WHEN THE LAPTOP HAS A LESS DISTANCE WITH ANYTHING WHICH IS UNDER ITSELF SO IT BECOMES HOT TRY TO GIVE A DISTANCE THE FAN AND CPU FROM GROUND OR ANYTHING WHICH IS AT THE BASE OF LAPTOP. MY LAPTOP HAS THE SAME PROBLEM SO I PLACE MY LAPTOP TO A COOL PLACE WHICH IS COLDER OR FREE PLACE WHERE FAN AND CPU IS. TNX IF WORKED GIVE ME A MAIL.
