Laptop keyboard fault - hardware?

Specs: Windows 10, 4G
Dell Latitude laptop keyboard fault

Suddenly all my F keys have flipped.
Pressing without using the Fn key, creates the Fn function
Pressing the F key with the Fn key, creates the non-Fn function.
I have tried two Clean installs, from the HD. Can anyone suggest anything else I can do.
I have updated drivers and checked drivers as well as keyboard settings.
The only thing I can think of now is a Clean Install from an external HD or USB. Would this help?

Beg or borrow an external USB keyboard and see if that is the same/ It might be a keyboard fault/

Try holding the Fn key, then tap CapsLock, or any other *Lock key present, until proper functionality is restored.

Make sure keyboard is set correctly (US) in BIOS if this is an option.
As mentioned, see if it is the same with a USB keyboard.
Reply #2 sound promising also.

You have to be a little bit crazy to keep you from going insane.
