Specs: Windows 10, Intel Core i7-4790 || 32gig
How is this possible?

I just installed a SSD on my desktop and did a speed test. Then I found a person who used the same utility to measure the speed on the same drive in his laptop.

It's not the same SSD, one is 250GB & the other is 500GB. I don't know what the 1st box next to ALL means, but the 250 is set to 5 & the 500 is set to 1. And what about system specs? Unless they're identical, it's not a fair comparison.

All manner of possible reasons yours could be slower, such as:

Lower processor speed.

Many background programs running.

Malware present.

You need to do a detailed comparison of both machines to make sense of it.

Always pop back and let us know the outcome - thanks

They are both Samaung 860 Pro and Evo SSD drives. The 500gb drive is mine and the 250 is the other persons. The 5 beside the ALL is the number of repetitions of the test run and averaged. 1 or 5 is little variation.

"My computer"
Lets have a look at this side of things.

Here are the first 2 steps, more steps may be needed, after I see the results of these logs.

Step 1: Run AdwCleaner

Author's site
https://toolslib.net/downloads/view...
Tutorial

Close all open programs and internet browsers.
Double click on AdwCleaner.exe to run the tool.
Click Scan
In the results tabs, uncheck anything you don't want to remove.
Click on Cleaning.
Confirm each time with Ok.
Your computer will be rebooted automatically. A text file will open after the restart.
Please Copy & Paste the contents of that logfile with your next answer.
You also can find the logfile at C:\AdwCleaner [C1 or later].txt as well.

Note that the Samsung 860 Pro is significantly faster than the 860 Evo (assuming both 860 series).
Note that most 500GB SSD's are faster than their related 250GB models, not sure exactly why but I did once read an explanation on this.
Then there are all of the other reasons given above.

You have to be a little bit crazy to keep you from going insane.

"They are both Samaung 860 Pro and Evo SSD drives. The 500gb drive is mine and the 250 is the other persons."
We can only go by what you said.
"They were both simple 860's neither Pros"
No such thing as Simple 860, either Pro or Evo.
Still performance is different for 500GB vs 250GB drives. Most specs show close to the same results but the larger drive appears to maintain the speeds better during larger reads and writes. If one drive is the Pro then the difference is more significant.

As pointed out, the difference between the systems in hardware and running software can and will make the biggest difference that you are probably seeing.

You have to be a little bit crazy to keep you from going insane.

You've been given several reasons for the difference, but you might like to consider a simpler one.

Don't believe everything that you read on the Internet!

Samsungs's specifications for that drive state a read speed of up to 560 MbBs. That's in line with AnandTech's tests of that drive and with the results that you obtained.

So do you believe the figure of 2941.3 MB/s? It's up to you.

Even the 960 Pro PCIe drive does not get that:

Good to hear you've found the reason for the discrepancy and thanks for letting us know.

I think you ought to read up about it. There are different schools of thought but some think it makes the figures better but not necessarily the system. Windows already looks after the caching. However it's not something I've had anything to do with so good luck with your delving.

Always pop back and let us know the outcome - thanks

Yes, apparently it pretty much works best with drive speed testers that write then immediately read back because it's a caching thing. I don't intend to use it but I wanted to see what it would do with my drive.
