Follow instructions for reinstalling heat sink with proper application of compound depending on your CPU:

How did you clean the fan and processor? did you completely dismantle the laptop?

Also why did you clean it? was the fan working prior to you cleaning it?

you can test the fan by removing it and providing some power to it to see if it actually works.

We need to know a little more before we can help, please answer the above.

It gets too heat after sometimes to start. So I remove its only heat sink and fan and clean it by brush.

I didn't remove its processor. only paste some lotion on it and start it.

It starts normally and working well fan is not moving.

and another thing is that when I press power button for a long time to turn it off then fan moves for a short time in clockwise direstion.

If you removed the heatsink you MUST remove ALL residue from both mating surfaces and then apply approved thermal compound per instructions for your processor.

Laptop fans do not necessarily run continuously. The fan is dependent on the processor (CPU) temperature.

What product did you apply to the processor?

Best to use canned or compressed air. Brush doesn't do a good job and could cause a static discharge. NEVER use a vacuum cleaner.
