Is there a tool to format a USB to FAT12?

Specs: Windows 10
I have a sewing machine (tajima) that takes floppy drives, but we've recently bought an interface that will let us use USBs instead of floppy disks, but I have to format the USBs to match. So far our USBs aren't working with it so I thought that maybe I wasn't formatting them correctly. And from what I can tell I need to be formatting the USB to FAT12 which isn't an option on my computer for formatting. So I was wondering if there was a tool I could download or use online that could format my USB to FAT12.

Try your smaller sized drives & see if the radio button offers fat12.

Another possible is to partition the thumb drive into smaller than 16,736,256 bytes (just under 16MB) partitions. It should then automatically use the FAT12 filesystem.
