Is my P5N-E SLI Dead?

Specs: Windows 7
I have a P5N-E SLI MOBO, set up bare on a piece of carboard, with only 1 stick of ram, set on single Video, 1 video card, PSU, with tower start up connectors with a Intel® Pentium® D Processor 930. the Mobo LED is green so it's getting power when I turn the power switch on nothing happens. But when I take out the CPU all fans start up Video's, CPU: case fans. I have tested the Intel® Pentium® D Processor 930 and it's actually running fine in another unit, I also cleared CMOS a few times prier to installing the CPU. even put in another CPU same results. Is the MOBO dead?

I have tried 2 PSU, 1 bring a OCZ 550W brand new, same problem continues. even tried different Ram. though I'm not getting any life into it other than the LED light which is green. yet again once I remove the CPU all fans connected to the Mobo starts up again.

I have the same board, memory slots 1 and 2 dont like ram but 3 and 4 will behave. Try another type of RAM if this doesnt work. You dont lose much not running in dual channel anyway
