Is my harddrive busted from power surge?

Specs: Windows 7 64 bit

Issues arise after Power surge, I put in Win 7 cd to try repair


I try bootrec/fixmbr in CMD and it says

A DEVICE ATTATCHED TO THE SYSTEM
IS NOT FUNCTIONING

No repair from system recovery is working

Startup repair won't work, system restore won't work,

It says operating system: unknown on unknown local disk

Outside of the Recov CD it says SATA1 & SATA2 are the same.

I try to.boot from Safe mode but it just restarts after the windows logo

And....

DISK BOOT FAILURE, INSERT SYSTEM DISK AND PRESS ENTER

You need to make a bootable cd from the hard drive manufacturers diagnostic download......if you post the type of hard drive and maker someone may send you the link. It may be a bad hard disk or it may need re-installed.....testing is the best way.
