Is my computer's motherboard fried?

Specs: Windows XP
I recently got a computer from a friend for free because it wasn't working. I've got everything plugged in correctly (to the best of my knowledge) and when I power it on, it lights up and the fans kick on. However, from there, the computer sends no signals to the monitor or to the mouse (an optical USB mouse). The computer is a desktop, with an integrated graphics card. Is this a problem with the motherboard? If not, what is your best guess as to what it could be?

Reseat the RAM. Simply turn off the computer and take the RAM out then put it back in.
