Is it possible to 'revive' a PC like this?

Specs: Windows XP, Pentium II/192 MB RAM
Can you 'revive' a PC by adding an external hard drive to it AFTER the main hard drive (internal) runs out of free space.

You can add an external hard drive any time you want. I see you have an old P2 machine. You could also add another internal IDE drive and slave it. It may be cheaper. If you plan on using an external drive, make sure you have an extra usb port free or better yet, add a usb 2.0 pci card if you have a slot.

How big is your internal HDD? If it's almost full, you need to delete the useless garbage, uninstall the unnecessary programs, & off load any important files, pictures, etc to CDs, DVDs, or an external drive.

Once again I will tell you that you don't have enough RAM to run XP decently. You should have at least 512MB. And NO, virtual memory doesn't count. ALL systems use virtual memory.

I do have a lot junk on my PC. I have about 2 GB left on my 6GB HD so i back up files on my flash drive.
