Specs: windows vista, 2.793 GHz / 4 gig
This device works perfectly on my friends notebook its a HP notebook with windows Vista installed. When I plug this into my notebook – Dell Inspiron 2200 windows XP , it does not recognize any DVDs ,and Cds. All it says please insert a disc into drive , even though its got one in it . I also tried different typs of dvds and cds that work in my friends but not in mine using the same device.

Why is it not working on my notebook ??

Try changing the drive letter.

the thing is when I go to pc management , XP knows its there , just does not read any CDs when its in the CD tray. Changing the drive letter has not helped !

Many possible causes. Could be the drive needs cleaning - there are cleaners available (CD with brushes attached).

Could be a faulty cable connection or even the drive itself has failed.

Has it ever worked?

Are there any errors showing in Device Manager?

This device works perfectly on my friends notebook using the same cable and same Cds.

All it says please insert a disc into drive , even though its got one in it

Have you installed the drivers for this device. As XP is so old it may not have built in drivers for it. A test would be to try it on another XP machine (not Vista or later).
