Solved if statment for excel2010

Does any one know a statement for the following
if A1:a1000000= this information is a range between numbers
700-701
or
703-705
or
707-708
or
713-714
or
717

then B1 = 3

I have the formula in using LOOKUP but i cant seem to keep the tAble range from changing. i keep getting

=LOOKUP(F1,'[Zip + Zones]Zip + Zones'!A2:A913,'[Zip + Zones]Zip + Zones'!B2:B913)
=LOOKUP(F2,'[Zip + Zones]Zip + Zones'!A3:A914,'[Zip + Zones]Zip + Zones'!B3:B914)
=LOOKUP(F3,'[Zip + Zones]Zip + Zones'!A4:A915,'[Zip + Zones]Zip + Zones'!B4:B915)

I need the LOOKUP_Value to change
NOT the LOOKUP_VECTOR OR the RESULT_VECTOR

How can i continue to paste without the those changing and only the value to change
