Solved I need to upgrade my gaming PC.

Specs: Windows Vista Home Premium, AMD Phenom II X4 925 / 8 gigs
I have bought a "top-of-the-line" "gaming pc" from fry's electronics. Recent games have had me setting all my video settings to low, and I cant even play minecraft with high-res texture packs and settings, or The Witcher 2 at all. Now I am only 15 years old and don't have a job, so I need cheap but powerful ways to upgrade my PC. I hope to be able to play Battlefield 3 with highish settings and make it look like Now I will list much info as I can.

yes u did but u have missed out the graphics part. u have HD 4650 which is a low-end gaming card, ur setting the settings to low because u are raising the resolution and are being forced to lower the settings, if u want to play on high resolutions and high settings u need a new graphics card, since u want cheap graphics cards with no power supply upgrade or so on, i would recommend an HD 5670 or a gt 440 or a gts 450( for a gts 450 we would need to know ur power supply unit)

"top-of-the-line"(weak v-card, slow hard drive 5400 rpm, old os).
U need new v-card that doesn't require extra power like hd 6670(under 100 bucks).
Why custom resolution?
Hd 4650 can play recent games at medium settings using 1280 x 720 or 1280 x 800.
Almost any intergrated can run minecraft.

It's really not a "top-of-the-line" gaming pc. Gaming relies heavily on graphics & although the HD 4650 is a gaming card, it's a low end gaming card. In other words, you may have a "gaming PC", but it's definitely not "top-of-the-line". kuwese mentioned all the low points - weak video card, slow hard drive, Windows Vista.
