If you really mean the card itself, rather than the driver, then shop around using Google. Might be the best bet for a driver too unless anyone here happens to have a link.

That card is really old. Win98 era. Why aren't you just using on board sound. Probably superior to that old 4 channel sound card. The last supported version of Windows is XP. That said, did you try letting Windows 8.1 find a driver?
