Two computers tend to be a good test.

To diag it, you might look at usb current draw. Might remove hard drive from case and connect it to some other usb to drive device or connect it directly to some computer.

My guess is, it is bad. You shouldn't have to do anything except plug it in.

To be sure, get the owners manual online for it and read it.

Some portable hard drives require a separate power supply.
Some portable hard drives come with a special USB cord that has a Y in it with two USB plugs. This is because many computers will not supply sufficient power through a single USB plug so on those computers the Y plugs need to be both plugged in to work. If your HD did not come with it Google the model and see if it was supposed to have one. Without it, it will still work on some computers but not all.
Being second hand, it is very possible that it actually does not work so consider that as well.

You have to be a little bit crazy to keep you from going insane.

External USB hard drives are actually seen by Windows as 2 devices in Device Manager. The enclosure is a USB device that may be labeled as a mass storage device. The Hard drive itself should show as a hard drive in the hard drive area of Device Manager.

Look for the USB drive in Windows Disk Management. If the drive is used the original owner may have deleted all partitions. The drive will not appear in Computer unless it has been partitioned.

As stated, you must have a 2.5" external, which is powered by the USB current. Many times the USB port can't supply enough current because other devices on the same controller are pulling current too.
