I Have to remove the CMOS battery to boot

Specs: Windows 7, q6600/4 GB RAM DDr2
I bought more ram a new motherboard and a new gpu and my friend gave us his q6600. When i finished installing the stuff i went to turn on the computer but when i turned it on the computer would turn on and turn off then repeats it will only boot if i take out the CMOS Battery and the power supply cable. how do i fix it?

I highly doubt the problem has anything to do with the CMOS battery...if anything, it's the power supply. I couldn't find a 530W unit listed on the Antec site, what are the amperage specs?
