Specs: Windows XP
When I go on the internet explorer, it says I am off line, click the tool. I cannot because all the taskbars or toolbars are missing.

What is currently displayed at the very top of the page? Does the IE window take up the entire screen? If it does, press the F11 key, does that bring the toolbars back?

If there is something displayed at the top but you're missing some items, try right clicking, that should bring up a list of choices - Menu bar, Favorites bar, etc. Put a check next to the ones you want, uncheck what you don't want.

Hi Christina,

You should see "Tools" in the upper right hand corner of your IE8 browser. Are you not seeing this? If you are seeing it, click on "Tools" > click on "Toolbars" > Menu Bar. This should make the Menu Toolbar appear.

Here is a thread with a possible fix to the "offline" message that you are seeing - http://social.answers.microsoft.com...

Hope this helps!
