Have a look at it using Disk Management.

- Click Start
- Enter diskmgmt.msc into Search programs & files

Disk Management is unlikely to help in fixing the problem, most likely it will only tell you what you already know (capacity 500GB) but offer no solution.

I would use "SeaTools for DOS" to reset the maximum size of the drive to it's correct value: http://www.seagate.com/support/down...

Disk Manager will tell what the partitioning is like and from there, solutions can be suggested. It should be the first place to look.

You have to be a little bit crazy to keep you from going insane.

Does Disk Manager show any additional RAW or unformatted space?
Disk Manager typically shows a graphics bar for each physical drive with each partition showing as a portion of that bar. Any unformatted space should show up also on the same bar as a portion of it.
Was this drive repartitioned or formatted recently?
Was there a disk image that was reimaged to the drive recently?
Was the disk always in this system?
Are you sure your SATA settings are correct in your BIOS (AHCI)?

You have to be a little bit crazy to keep you from going insane.

"Its a WD 1.5 tb and disc manager says its a 500gb"

What about the rest of the space? The actual capacity of a 1.5TB HDD is approx 1,397GB. If 500GB is being shown in disk management, that leaves approx 897GB unaccounted for. As Fingers said, it should show up somewhere/somehow. Is it listed as unallocated space?

"but windows asked me to format drive before being able to use it"

Well there's a clue right there. Wish you'd mentioned that earlier. It may be that the drive is starting to fail. Test it with the manufacturer's diagnostic software or you can use "SeaTools for Windows" on any brand of drive: http://pcsupport.about.com/od/tools...
