Remove the add-on GPU card.

Connect monitor to on-board VGA.

Boot in to BIOS Setup.

Change GPU location from on-board/integrated to PCI Express, save to CMOS & exit.

Shut down.

Connect monitor to add-on GPU card.

Boot up & you should now get signal to the monitor.

If that is not the issue, then you may have forgotten to connect power cable(s) from PSU to the GPU card if it needs additional power. I am just guessing here because you didn't give any details on the GPU model. Some of them need additional power as the power provided by the PCIe slot is not enough. Look on the card for the presence of any 6-pin or 8-pin connectors.
