|The folder is stuck with data the system holds on to. Sometimes the system is not able to delete a file for some reason and as you ask to delete the folder it freezes because it can't delete a folder with data in it.|
Try unplugging your hard drive safely and plugging it back in, and restart your computer, at first, then try deleting the folder.
If that doesn't work, in windows explorer, click on "Tools" - "Folder options" and open the "Display" tab. Check "Show hidden files and folders" and uncheck "Hide protected system files"
Now check if there is anything showing up in that folder. Try to delete these files.
If it does not work, check this: Does the file has an especially long name, long path or contain foreing characters? This sometimes confuses the system as, as it's instructed to delete the file, the path/name string gets corrupted in the process and it tries to delete a file that doesn't exist instead of deleting the one that's in there.
If it does not work, download this tool:
And use it to request that the folder gets deleted on startup.
