I am unable to open BIOS

Specs: Windows Vista
I wanted to change the boot sequence from harddisk to CD Rom . So I tried to go to BIOS but failed. When the power is made on , the computer starts but stops with the following information left on the screen:-
"System is starting............................
Press F1 to enter set up "

When I press F1 , the screen becomes blank

Flashing the BIOS is almost always a bad idea. In this case, what possible benefit would flashing the BIOS do?

"Flashing the BIOS is almost always a bad idea."
