Solved HP Solution Center/Scanning Not Work

Product Name: HP Officejet 7310 All in One
Operating System: Microsoft Windows 7 (32-bit)

This has been an issue plaguing me for years, but now after a few weeks at it, I am at a loss. At least a few times a year my HP Solution Center would fail to load because it can not connect to the printer and I lose all scanning abilities. I can print, but I can not use the software to scan nor will the printer see software exists on the computer (using the scan to button). What I used to do was spend hours uninstalling and reinstalling the program a couple of times until it worked. Not anymore.

Windows sees printer on USB and/or IP and I can print.

At the moment, the computer sees the printer. However, no matter how many times I uninstall (using the HP uninstaller or Revo Uninstaller), clean temp files and registry, and reinstall, using AIO_CDB_Net_Full_Win_WW_130_141.exe, the Solution still refuses to load and the printer will not see software allowing the SCAN TO to work.

I tried dot4patch_reboot.exe but I get a box that says "error" and a button to OK, then it reboots. Still no help.

I used Scan/Pint Doctor 5.1 several times. It will see the printer but always claim that the software needs to be installed. If I let it continue, it will spend some time downloading and installing software, pretty much AIO_CDB_Net_Full_Win_WW_130_141.exe, but still no difference as if I did it manually. If I skip the install the Doctor will then test the scanner. The scanner works but the Solution Center. Says an update is available but of course, clicking it the link is dead. I skip that part and the rest of the scanner is tested until it comes to the registry, saying to reinstall the bloody software again.

I tried a lot of things people said online, lots of it pasted comments from other posts (HP old and recent ones), but either no solution worked, or they did not apply (like looking for a certain file or registry entry that did not exist on my end).

I think I covered all the steps I can think of.

Anyone have any thoughts?

The normal method for installing a printer or AIW is to start with no USB connection. You mentioned that you have used the HP uninstall app. Do so again and reboot the computer without the AIW connected. Then proceed with the correct software package as downloaded from the link below. Note there are different drivers for 32 bit and 64 bit versions of Windows 7. Follow the onscreen prompts to install the package. As some point you will be instructed to connect the USB cable. There is most likely a selection to install as a network printer or as a local printer using the USB cable. Note that Windows may have options for the scanner portion of the AIW that must be enabled.

You have been very thorough.
Run SlimDrivers, don't install anything, just upload SS ( screenshots ) of everything it finds.

If the previous fixes don't work, try this.
Sometimes Windows leaves ghost entries behind in the Device Manager. Usually they are ignored but occasionally they can create problems such as this.

Right click on the desktop and select New, Text Document. Open the text document and paste the following verbage into the document:

Set devmgr_show_nonpresent_devices=1

Then save and close the document. Now right click on the document and select Rename. Change the extension from .txt to .bat

Now double click on the batch file. When the Device Manager windows opens up, click on View, Show Hidden Devices. Expand the printer category and look for any grayed out entries, if you see any, click on them and hit the delete key.
