Hp Power supply

Specs: Windows XP
Found my pc dead in the water one morning uggg, anyway the light to the power supply was on not blinking.
But no power to mobo, or anything else.
Is there a fan in the ps box? If so that too is not working. I checked voltage switch its in the correct position. I took it to local shop and told me bad ps, wasn't satisfied with answer so I took it to another and they told me mobo. So who's right? I had no problems prior to this. I have a little skill but no electronics or manuals to check it out myself.
Any thoughts on this?

Simple, test the power supply. Unplug the power cord, open the case, unplug the power supply cables from the motherboard & ALL other components (HDD, CD/DVD, floppy, etc). Then fashion a paperclip into a "U-shape". Take the 20-pin (or 24-pin) main ATX plug & insert one end of the "U" into pin for the green wire & the other end into any pin with a black wire. Now plug in the PSU (switch it on if it has a toggle switch). Does the PSU fan spin up? If not, the PSU is probably bad.
