If this is a laptop as indicated, you may have a bad battery, a bad charging cord, a bad, charging jack, or simply your laptops is stuck in hibernate or sleep.
To test the easiest first, hold down the power button for 10 seconds or remove the battery for about that long. Then try to start it. If it starts, you are good.
To test the battery, remove the battery and try the power cord without the battery in place. If it starts, the battery is bad.
The easiest way to test the power cord is if you can borrow a power cord from someone who has a similar HP model. If it works, the power cord is bad.
You could of course, have a more serious problem with the machine, but we would need more information including any recent problems or strange behaviors you may have noticed with the machine, or you may prefer to take it in for service at this point.

You have to be a little bit crazy to keep you from going insane.

What happens when you connect the AC charger while the battery is in place? You should see the charge indicator light at the AC connection point.
