You may have to use Factory Recovery to re-install Windows so I hope you've been sensible and kept all your data backed up:

Turn on the computer.
When the initial blue HP screen appears Press the "F10" key.
A Recovery menu will appear.
Click on "NEXT"
and then click on "YES"
Factory Recovery should start, using the hidden recovery partition on the hard drive.

It doesn't sound like a windows issue. When you start it up, start tapping whatever key gets you into cmos/bios setup. If it goes to setup you can take a look around in there and see if everything looks OK--drives show up, etc. You might want to choose a default setting.

Did anything happen to it or did you make any changes between the last time it worked OK and the first time it didn't?

The other thing you can try is the ESC key when the splashscreen first appears. This should allow you to see the bootsequence POST results and you might detect at what point it is locking up.
