U can't turn on the CPU, u can turn the whole system on and off.
Try a good working PSU.

PLEASE get your terms straight. It is not that we want to criticize you, the language is important so that we understand each other. We need to understand what you are saying and you need to understand our answers.
The box sitting you the floor or table that all of the wilres go into and out of is your System, Computer System, or Computer. The large 'Chip' on the 'Motherboard' that is typically under the large Heat Sink with the Fan on it is the 'CPU' or Central Processing Unit. MANY years ago when computers were made up of MANY circuit boards packed into a 'box' the size of a typical dining room table or larger, this 'box' was the Central Processing Unit and this and the 6 or more other 'boxes' connected to it became the 'System' or Computer BUT ever since the 'PC' or 'Personal Computer', it is incorrect and confusing to call the 'box' the CPU.

That said, PLEASE explain the problem in more detail and include the make and model of the system and ALL recent history, especially any recent problems that may shed some 'light' on the problem as it is now (details are important, even if you do not realize some of them might).

You have to be a little bit crazy to keep you from going insane.
