how to fixmbr in 2nd hdd with windows xp

Specs: Windows XP, 1.8GHz / 1.50GB
I get an error with Norton Disk Doctor that the Master Boot Record on my 2nd HDD is damaged and that it can only be repaired with a low level format. I have done that and repartitioned the drive, however, the error still remains. My OS is Windows XP which resides on my 1st HDD and is OK. How can I fix or replace the MBR on my 2nd HDD?

I would download a Hard Disk diagnostic from the disk manufacture and run that. It will test for bad sectors and if the bad sectors appear right at the beginning of the disk where the MBR resides, then the disk is toast. The MBR cannot be relocated.

The disk diagnostic from Western Digital does not indicate any errors in the MBR.
