How to fix a problem with Dell LATITUDE E 5540 battery

Specs: Windows 10, 1TB/12GB
battery plugged in, not charging Dell laptop. There is problem relating to charging of the battery. When it charges to 68% it would stop charging and come up with the message; battery plugged in, not charging

How old is the battery itself? It could be beyond the point of reasonably taking a charge if it's old.

It certainly could be the battery but it also could be the power cord/charger that is delivering too low of a voltage so when the battery reaches the output voltage that the charger is putting out then it stops charging.
To test this see if you can borrow a compatible charger from someone you know with a similar model laptop.

You have to be a little bit crazy to keep you from going insane.
