"my computer is unable to start windows as usual"

What do you mean by "as usual"? Have you been having an ongoing problem? Please post the make/model of your computer & which version of Windows you're running. I highly doubt your OS is Android.

"Phoenix Securecore Tiano setup" is the BIOS (Basic Input-Output System). It configures the system hardware prior to the OS loading. If it's popping up on the screen during boot up, there's either a hardware problem or the BIOS settings are incorrect. Use the Enter key, arrows keys, or Esc key to maneuver within the BIOS.

If you see options like: Information, Configuration, Security, Boot, Exit.
Try selecting Security and find the Secure boot option and disable it.

Reason for not able to pass secure boot can be a malicious boot record on your boot-drive; If the signatures of the boot record is different from the UEFI secure boot signatures, the system will not boot. That is the whole idea behind secure boot.

So when did the problem start? Did you download something from a suspicious website? Some "FREE" game or app?
