IGP steal RAM and use it as video memory, it is possible to use memory as a video memory if the v-card support turbo cache(nvidia) or hyper memory(ATi). 1024mb is plenty for 9400gt, the v-card u have isn't for gaming, if u want to see some improvement buy a gaming v-card like hd 5670 or gts 450 etc.

Actually, there are some lower end add in cards that come with onboard memory and can also access some system memory. I don't think the 9400 is one of them though.

As was asked, why?

You can't do what you're asking but even if you could, it wouldn't help. The 9400GT is simply a low end card that's not very good for gaming. It wouldn't matter if you could give it 4GB of memory, it would still be slow because it's based on a low end GPU with only 16 stream processors.
