Solved How to access green characters on Acer Aspire E1-510-2611?

Specs: Windows 10, Celeron 2.39GHz/4 gigs
Using Windows 10, I can't seem to access green keyboard characters, no matter what I try. In Canada, so I need access to French accents occasionally. This is strictly a keyboard issue, I believe. I hope this is enough information.

sWin-10 is notoriousforscrewingup previously working systems, each time M$-land issuse "updates".

Per chance did things work ok until perhaps a recent update?

If so, any restore points left from prior to that update?

Also, are the keyboard and the regional settings as they were previously? Are they as they ought to be for Canada?

This is a laptop I've only started using recently, so I've never accessed the alternate keys on it, and I can't even get to a place where it will let me use a Canadian multilingual keyboard. You used to be able to choose your regional language in Control Panel, but not any more, apparently.
