how do you make a pdf scanned file smaller

Specs: Windows 7
I scanned a document that has colored photos. It came out 26.9MB. that is way to large for e-mail. I don't want to change the photos to black and white, I need them to stay in color. How do I make the PDF file smaller? I scanned using HP Solution.

It sounds like you scanned the whole document as a picture instead of using OCR (Optical Character Recognition). If you have the option, use the OCR feature. It should come out much smaller

I scanned it as OCR under scanning a document, and I changed the output resolution from 300 to 150. This is a 28 page document. Is that why it is coming out so high, and is there a way to make it smaller?

So I got it to be smaller using PrimoPDF. But when it takes the file to smaller MB's it makes the document to blurry to read and make out the words. How can I use this software and make the file smaller without making it out of focus?
