Shutdown the PC & unplug the power cord. Open the case & temporarily unplug both cables (data & power) to the HDD. Leave the case open, reconnect the power cord, boot the system, & then immediately press F2 to see if you can enter the BIOS setup. That will tell you whether or not the HDD was what was slowing or preventing access to the BIOS. If you're able to enter the BIOS normally, that's a good indication that there's a problem with the HDD.

While you have the case open and the power removed, press the Power Off/On button for about 20 seconds which discharges the motherboard components.

Always pop back and let us know the outcome - thanks

How long do you let it sit before restarting or shutting it off? Sometimes it'll take the bios a minute or two to show an error for a hard drive problem.

As riider suggests, disconnect the hard drive and see if the boot process acts differently. The problem may not be associated with the hard drive. The bios may be hanging because of what it's trying to do after the drive identification.
