Your built in display is probably damaged.
Has this netbook been dropped or otherwise been subjected to a physical jolt, or have you spilled liquid on it or exposed it to liquid such as rain or sprayed it with liquid ?
If you haven't, is it possible someone else who has had physical access to this netbook could have done one of those things and have NOT told you they did that ?
If your netbook has a video port try connecting an external (standalone) monitor to that video port when the netbook is not running, then boot the computer to see if you get a normal display on that - usually there is nothing wrong with the video adapter or the display on the external monitor
If the display on the external monitor is not good either, the video adapter is damaged, the video adapter is probably built into the mboard and if so the mboard on the netbook is damaged and must be replaced.
Some laptops / netbooks will display on an external monitor automatically. For some others, you must press a specific key combo to toggle the display to external monitor / built in display / sometimes both - see the User's or Owner's manual for your specific netbook model if you don't know what that key combo is. .
