How can I enable CAPS LOCK at startup?

Specs: Windows 7
I'm running Win7 on an HP Pavilion Entertainment PC laptop and want the CAPS LOCK key turned on automatically upon startup. I've tried setting the registry InitialKeyboardIndicators string to 1 but it has no effect whatsoever. Any ideas?

This is for a software application where the manager wants all data entered in upper case. Workers forget to hit Caps Lock when logging in. Just a small irritation, but now I'm more irritated because the tips didn't work as advertised!

You have to set the InitialKeyboardIndicators string to 2.

I'm interested in if that works. Normally, I'd just throw a dozen lines of C++ together, compile the program, and have it run during logon, but obviously a Win32 setting would be more ideal.
