How C: drive pratition from 250 GB to 50GB

Specs: Windows 7, i5/4gb
i have ACER Aspire 5741
with genuene Windows7
in C: drive, where OS exists, has 250 GB of harddisk.
i dont feel secure to save data at C: drive.

when i place data on C drive and desktop. the performance of the system is slow.
even though i have i5 processor and 4 gb ram.

the OS is 64 bits version, i cannot format OS becoz the CD has not been provided.
i am from nepal.

It wouldn't be any more secure on any other drive, unless permissions are set to allow other users to modify the contents of "C:" and not other drives.
