Help with external hard drive

Specs: Windows XP, Pentium II/192 MB RAM
Do you need to log on as the administrator to drag 'n' drop and create files/folders on an external hard drive?

WinXP on a P2 with only 192MB RAM? That must be unbearably slow!

If you can drag/drop to a USB thumbdrive, you should be able to drag/drop to an external USB HDD.

Uh, everyone uses virtual memory, even systems with 8GB of RAM.

You have too little RAM to run XP decently. 512MB should be considered the minimum, more would be even better.

Well it's fast enough for me. I barely use any programs that require lots of RAM.

Apparently you know very little about PCs. Press Ctrl+Alt+Del to bring up Task Manager. Click on the Processes tab. At the bottom, what's listed for "Commit Charge"?

I only began learning about PCs and Macs a couple months ago and I can't bring up task manager, so I just reboot the system to fix a problem.
