HDD works internally but not externally

Specs: Windows 7
my SATA harddrive beeps when externally connected but is fine when I place it into my Ultrabay drive - what's happening? Tested with three external SATA interfaces.

More info:

I have two slightly older drives and this applies to both - both 2.5" SATA interface.

I have three external SATA to USB 2.0 Connectors. Two brand new from newegg and another which is 4 years old. At first, I thought the external interface was dying so I ordered the new interfaces but the two HDDs still do not seem to work.

One HDD does "beep beep beep" externally but works in my ultrabay slot 100% of the time.

The other HDD does "click click click" externally but works in my ultrabay slot 100% of the time.

What is going on? If the HDDs are dying, what about the Ultrabay makes them so reliable?

I would guess the external connections are drawing too much power from the USB ports.
