HDD wont power up with IDE cable connected.

Specs: Windows XP home
I've just fitted a new PSU. Now the harddrive will not spin up if the ide ribbon cable is connected, but does spin up if the cable is not connected. The same problem with the cd rom. Cooling fans start ok as soon as the pc is connected to the mains.

Why did you replace the powersupply? Are both drives on the same IDE cable?
Do you have a spare IDE cable you can use? Have you checked that the IDE cable is fully seated in the motherboard connector?

The old PSU was smelling and finnaly refused to work at all.
The HDD is on a shared IDE with the DVD, but I have changed this ribbon with no improvement. Also the Floppy drive refuses to work when it's own IDE cable is attached. One other sympton is the PC powers up immediately when the mains is connected, ( I don't have to press the front panel button to power up). There is no way of turning off unless I turn off from the wall socket, even if I hold the panel switch in for 5 seconds, Do you think the MOBO or CPU need replacement?

Anyone had a similar problem? Any advice would be appreciated. I don't want to buy a new MoBo and or CPU if there is a fix.
