HD need to be formatted,but i can't access it

Specs: Windows 7
Hi, I recenly got a new Seagate Expansion 500GB portable hard disk,
At first it works, then yesterday when I'm in the middle of copying things from my Windows 7 it failed. I plug out my HD without savely remove it (because the computer isn't responding). And when I tried to plug it again, it says that my HD need to be formatted. When I tried to format it, it says that I don't have the permission.

I really don't know what had happened. Is there any solution for this?

Do you still have the files that you were copying to the external on the internal? If so, then connect the external and go to Disk Management and delete the partition and format it from there.

Hmm, but if I don't have the file anymore and one day I face this kind of problem again. What should I do?

If the drive showed as RAW in Disk Management it should be possible to repair the partition using a utility called testdisk.
