That's a USB webcam and not a hard drive. Are you connecting using a USB 2.0 port? Likely you need drivers.

I couldn't find winbook DC-6120 drivers on what I think is their site but they have drivers for a WB-6120:

A person posting on a different site said the WB-6120 and DC-6120 are the same so those drivers should work.

What have you done so far to try and resolve the issue:
Is the problem that the PC does not detect your device at all.
Do you get any kind of pop up from the right side of your taskbar when you plug in the device.
Have you looked in the windows device manager and are there any (!) unknown devices?
Does your device require a separate power connection apart from the USB connection.
Are there any LED indicators on the device.
Do other USB devices work.
Have you tried running the hardware installation wizard from the windows control panel while connected to the internet.
If the device is a hard drive, have you looked in windows storage management to see if it is mounting.
