hard disk partition issue

Specs: Windows 7 home prem, dual core 3.0/1gb
when i get to disk management and onto the partition windows, i see that there is 14gb of my hard disk that is under FREE SPACE. when i try to create a new simple volume out of it, there is an error which says that there is not enough space on my hard disk to complete the operation. please advice on what needs to be done,

Free space is the amount of the partition that is still available for storage. It appears that your HDD is almost full. Leave it alone. If anything, start deleting unnecessary files & programs.

ok. lets say i shrink a partition on my hard disk and there is an unallocated space on the hard disk. what can i do with this space on the hard disk? i heard something about installing another OS onto this partition. i
