Put your W7 install disk in the drive & reboot;
If it finds the install disk, hit any key.

If it doesn't find the install disk, reboot & hit F12.
Select CD Rom or similar.

By 'frozen' do you mean the drive isn't spinning? It's probably best if you describe the symptoms you're having. Possibly the drive is still working but files have become corrupted. Anyway, a bad drive shouldn't affect any bios changes unless it's taking an inordinate amount of time trying to access the drive. If you're unsure about that try disconnecting the drive and see if getting into the bios and making changes is now possible. And I'm not sure what you mean by 'exploitation'.

If you enter the wrong password a few times on a laptop, there will be a message that the laptop is locked. You will be presented with something like a “System Disabled” or “Password check failed. System Halted” message with some numbers. If this message appears while entering the BIOS you can simply power off and on the computer to remove it and try again. Take note of the number because it’s a valuable piece of information and required to generate the BIOS backdoor password to get back into the laptop

HDD Password Is: Frozen
When you get this screen in the bios, reboot & toggle ESC during the boot up.

Another way.

1: Enter your BIOS.
2: Create a supervisor password. Save the changes and reboot.
3: Go back into BIOS and CLEAR the supervisor password and exit saving the changes.
4: Power the system down completely.
5: Restart the system after it has completely powered down.
6: Go into BIOS and you should be able to clear the HDD password.

Just out of curiosity, why do you need to get into the BIOS? The average user has very little need to change any BIOS settings.

If someone enabled a password on the HDD, the only way to access the drive again is by entering the password. There is no workaround.

Do you get any error messages when attempting to boot up? If so what are they?

When you go into the bios is the hard drive showing there?
